The controls budget: why ISO 39001 certification cost is two budgets

ISO 39001’s clause 6.3 requires the organisation to identify the RTS performance factors it can influence — exposure, intermediate safety outcomes such as speed, vehicle safety, driver fitness and fatigue, journey planning, and final outcomes — and clause 6.4 to set objectives and plans against them. The plans usually cost money the certification budget does not include: telematics to measure speed and harsh events, dashcams, vehicle specification upgrades at replacement, fatigue-management scheduling, journey planning tools, driver assessment programmes.

None is required by the standard; each is justified by the organisation’s own factor analysis, and an auditor tests whether the objectives are being pursued with the resources the plan says. Keep it as a separate budget, sequence it by objective, and let the exposure data size it.   2. Scope deliberately. Own fleet first; grey fleet and contracted transport when the data exists to evidence them.
  3. Use the data you already have. Telematics, fuel cards, licence checks, insurance claims and incident logs are the 9.1 evidence; the system organises them rather than creating them.

Is ISO 39001 cheaper than ISO 45001?
Usually. The standard is shorter, the operational clauses are narrower and much of the evidence is fleet data the organisation already holds. Integrated with ISO 45001, the marginal cost is smaller again.

Which edition do we certify against?
ISO 39001:2012 with its free Amd 1:2024. A revision (ISO/WD 39001.2) is at working-draft stage, years from publication; the 2012 text is the certifiable standard and a system built on the Safe System approach will carry forward.

Do we have to buy telematics to certify?
No. The standard requires factors, objectives and plans, not specific technology. Telematics is the common way to measure speed and driver behaviour, and most objectives are hard to evidence without some measurement, but the choice and budget are the organisation’s.

How long does it take?
Four to eight months for a fleet with existing safety management and data; longer where exposure data — especially grey fleet — has to be assembled from scratch.
