Road traffic safety objectives are where ISO 39001 stops describing risk and starts committing to change it. Clause 6.4 — RTS objectives and planning to achieve them — follows directly from clause 6.3, the RTS performance factors, and the sequence is the point: the organisation identifies the exposure, intermediate and final outcome factors it can influence, and then sets objectives against those factors with plans, resources, owners, timescales and measures. An objective set only on crashes fails the sequence, because final outcomes are rare, lagging and largely outside short-term control; an objective set on the intermediate factors — speed, vehicle safety, driver fitness, restraint use, journey planning — moves first and can be managed monthly. Deriving road traffic safety objectives from the factors
- Start from the factor list, not from last year’s crash count. For each factor rated as influenceable and significant, ask what “better” would look like in twelve months.
- Normalise by exposure. Every intermediate and final measure per million kilometres, per thousand journeys or per hundred drivers, so growth does not read as deterioration.
- Set a baseline from data you have — telematics, licence checks, vehicle age, hours data, incident logs. An objective without a baseline is a hope.
- Choose leading measures for intermediate factors and keep final outcomes as the lagging check.
- Assign one owner per objective with the authority to spend the plan’s resources.
- Write the plan — actions, resources, dates, evaluation method — and take it to management review for the money.

Monitoring and reviewing road traffic safety objectives
- Monthly dashboard of leading measures per objective, normalised by exposure, by depot.
- Quarterly review of progress against plan, with actions where the trend is wrong.
- Management review (9.4) at least annually: objectives achieved, missed and why, resources, and the next year’s set.
- Communication to drivers and schedulers — the people who move the intermediate measures — in terms they recognise: events per driver, belt compliance, night hours.
- Investigation feedback (9.2): every crash and incident investigated against the factors, with findings feeding the objectives.
Five road traffic safety objective faults
- Crashes only. One objective, on collisions, with nothing leading it.
- Not measurable. “Improve driver behaviour” with no measure, baseline or date.
- No exposure denominator. Absolute counts that a growing fleet cannot meet and a shrinking one meets by accident.
- No plan or no money. An objective that needs telematics with no telematics budget.
- Not traced to a factor. Objectives chosen because a supplier sold a product, not because the analysis found the risk.

What are road traffic safety objectives under ISO 39001?

Should objectives be set on crashes?
