The scope decision that moves ISO 37301 certification cost

ISO 37301 lets the organisation determine the scope of its CMS (4.3), and clause 4.5 defines compliance obligations as the requirements it “mandatorily has to comply with as well as those that an organization voluntarily chooses to comply with”. A CMS scoped to every obligation of a multinational is a different project from one scoped to, say, anti-corruption, sanctions, competition and data protection across the group. Both are certifiable; the first costs several times the second. Decide the obligation domains before requesting quotes, write them into the scope statement, and add domains at surveillance audits as the register matures. Integrating ISO 37001: what it saves

  1. One core. Clauses 4–7, 9 and 10 are shared harmonized text; an integrated audit under Global ACI-TECH-3-008 reduces the combined days.
  2. One register, one risk method. Anti-bribery obligations are rows in the 4.5 register; the ISO 37001 bribery risk assessment is the deep version of the 4.6 assessment for that row.
  3. One function. The compliance function and the anti-bribery function can be the same people with two mandates.
  4. One raising-concerns route and one investigation process serving both standards.

What makes it more expensive than ISO 9001?
The obligations register and the compliance risk assessment. Auditors sample obligations, their risks and their controls, so audit time and internal time rise with the number of obligations, jurisdictions and regulated activities in scope.

Can we reduce the cost by scoping the CMS?
Yes. Clause 4.3 lets the organisation determine the scope; certifying a CMS for defined obligation domains costs a fraction of one covering every obligation, and domains can be added at surveillance audits.

Is ISO 37301 stable, or will we pay for a transition?
Stable. ISO confirmed ISO 37301:2021 unchanged in 2026; the only addition is the free Amd 1:2024 on climate change.

Is it cheaper to certify ISO 37301 and ISO 37001 together?
Yes. The shared clauses are audited once, the register and risk method are shared, and integrated audit time is reduced under Global ACI-TECH-3-008. The anti-bribery clause 8 and its due diligence still add their own time.
