ISO 14001 Mandatory Documents and Records, Clause by Clause

This is the working list of ISO 14001 mandatory documents, clause by clause,
written to the 2026 fourth edition rather than the withdrawn 2015 one. It also covers the second tier
— the documents no clause names outright that no certification audit ever finishes without.

The ISO 14001 mandatory documents do not include a manual

The ISO 14001 mandatory documents do not include an environmental manual. Clause 7.5 asks you to maintain the documented
information the standard specifies plus whatever else you determine is necessary for the system to be
effective. A manual restating the clauses earns nothing at audit because it evidences no activity.
The documents that earn something are the ones containing your own analysis of your own operations.

The ISO 14001 mandatory documents, by clause

  • Clause 4 — internal and external issues, including climate change, which
    the 2026 edition builds into context rather than appending by amendment; interested parties and
    their relevant needs; and the documented scope of the EMS.
  • Clause 5 — the environmental policy, and roles,
    responsibilities and authorities (the clause 5.3 heading dropped the word “Organizational” in this
    edition).
  • Clause 6environmental aspects and the criteria used to
    determine significance; compliance obligations; the risks and opportunities that
    need addressing; and the environmental objectives with the plans to achieve them.
    This is also where the new clause 6.3, Planning of changes, sits — changes to
    the EMS now have to be planned, and that planning is evidence an auditor will ask for.
  • Clause 7 — evidence of competence, records of
    communications, and control of documented information itself.
  • Clause 8operational planning and control to the extent
    needed for confidence that processes are carried out as planned, now explicitly extending to
    externally provided processes, products and services; and the emergency preparedness and
    response
    process.
  • Clause 9 — results of monitoring, measurement, analysis and
    evaluation
    ; results of the evaluation of compliance; the
    internal audit programme and results; and the results of management
    review
    , whose required inputs and outputs were restructured in 2026.
  • Clause 10nonconformities, the actions taken, and the
    results of corrective action, plus evidence of continual improvement.

Records are sampled far harder than the ISO 14001 mandatory documents themselves. An auditor reads
your policy once and spends an hour on your compliance evaluation records.

Beyond the ISO 14001 mandatory documents: what auditors still ask for

A second tier exists that no clause names and no audit skips. The aspects and compliance
registers themselves
— the standard mandates the criteria and the determination, and
an auditor wants the register. Evidence of supplier and contractor communication,
now that operational control reaches externally provided processes. Emergency test
records
— drills run, evaluated, and changed something. Change-management
records under 6.3
, which is new enough that most organisations have nothing to show.
And calibration or verification records for the equipment behind your monitoring
data, because unverified numbers undermine the whole of clause 9.1.

How much detail the ISO 14001 mandatory documents need

Clause 7.5 settles it: the extent of documented information varies with the size of the
organisation, its activities, processes and products, and the competence of its people. A
twenty-person print shop does not need what a chemical plant needs. The working test is whether a
competent newcomer could run the process from what is written, and whether what is written matches
what people actually do. A document describing an aspirational process nobody follows is worse than
no document, because it is a nonconformity against your own system.

One caution specific to right now: check the edition on any ISO 14001 mandatory documents you inherit or download. A great
deal of ISO 14001 template material still in circulation was written for the withdrawn 2015 edition.
