About the Comprehensive ITIL 5 Toolkit
ITIL (Version 5) is the first substantial change to the framework since 2019, and it is not only a rename. The service value chain’s six activities become an eight-activity product and service lifecycle. The three practice categories become two. AI governance, value stream mapping and experience management arrive as first-class subjects. Documentation written for ITIL 4 still describes a structure the current edition no longer uses.
This toolkit is that documentation, rebuilt. It provides 57 templates covering the ITIL Value System, the eight lifecycle activities with a policy for each, all 34 management practices in their two Version 5 categories, governance patterns, value streams, AI governance, continual improvement, experience management, and capability and maturity assessment. Everything is editable in Microsoft Office and written to be adapted rather than admired.
What makes this toolkit different
- A policy for every one of the 8 lifecycle activities. Discover, design, acquire, build, transition, operate, deliver and support each get their own policy — with the practices that enable and support that activity listed in it, not left for you to work out.
- A practice-to-lifecycle traceability matrix. All 34 practices mapped against all 8 activities, marking each as enabling or supporting. Read down a column to see which practices must be capable before an activity is reliable; read across a row to see how much of the lifecycle a weak practice puts at risk.
- AI governance that is actually usable. The 6-capability classification, a use case register, a risk and oversight procedure, an oversight standard with eight named controls, and operating rules mapped to eight practices. Oversight is scaled to what the AI does, not to how prominent it is.
- Value stream mapping with the numbers that matter. A mapping guide, a map template that calculates lead time and flow efficiency, and a register. Most streams that feel slow have adequate cycle times and dominant wait times.
- Experience measured alongside performance. An experience management policy, an experience level agreement template, and a metrics catalog that pairs every experience metric with the performance metric it should be read against.
- Capability and maturity assessment you can evidence. Score practices 1–5 and the five value system components 1–5, against recorded evidence rather than opinion, with gaps calculated for you.
- Issued unsigned, as a template should be. No fabricated approval trail. Every document ships with blank signature cells and bracketed fill-ins, so your own review and approval history is the only one in the file.

Is this aligned to ITIL (Version 5) or ITIL 4?
ITIL (Version 5). The pack uses the ITIL Value System, the eight-activity product and service lifecycle, and the two Version 5 practice categories (22 product and service, 12 general). A transition guide is included that records exactly what changed from ITIL 4, so an organisation moving from an ITIL 4 documentation set can see what moved and why.
We are still implementing ITIL 4. Is this toolkit still useful?
Yes. PeopleCert has stated that the release is phased and that ITIL 4 certifications remain valid, so an organisation working to ITIL 4 is not non-compliant. The practices are identical in both editions and the practice policies apply unchanged. The included transition guide sets out the differences, of which the lifecycle is the only structural one.
Does it cover AI governance?
Yes — five documents. An AI governance policy with twelve numbered statements and a prohibited-use list, a use case register built on the 6-capability classification, a risk assessment and oversight procedure, a human oversight standard, and a standard for AI in service operations. The control substance is aligned to ISO/IEC 42001, the NIST AI RMF and the EU AI Act.
